In UK general elections we use first-past-the-post to decide who wins each constituency - whoever gets the most votes gets to be the MP. In a two-party system the "winner" will be elected by more than half of the votes. In today's multi-party system, you can get well under half the votes and still win. But ballots don't represent everyone who can vote - the electorate. When elections or constituencies have low turnout, the fraction of the electorate electing a candidate drops even further.
