On the 25th October, the Open Data Institute (ODI) Leeds will host a Transport & Economy Data Summit in Leeds. The event will use open data to co-develop a common understanding around methods & data which will drive investment in transport infrastructure in North England. The event will be run by Open Transport North. ODI Leeds recently announced the launch of Open Transport North; a new proposition focused on driving open innovation with data in Transport, and is sponsored by Transport for the North. Background On the 12th of December 2017 The Secretary of State for Transport Chris Grayling sent a letter to all Members of Parliament regarding transport funding. In it he used analysis of The Autumn 2017 National Infrastructure and Construction Pipeline (NICP) to claim that; UK government transport investment per person in the four years from 2017/18 to 2020/21 would be higher for North England than South England. IPPR North's work in previous years analysing the NICP had been "misleading" and "unofficial" and had "unduly influenced public debate". How much does it cost to run our bus services? What is the economic cost of road congestion? Are IPPR North right to claim that the North has missed out on £63bn of funding compared to London? Is Chris Grayling right to claim that investment in North England will be higher in the South in the coming five years? How did Northern Powerhouse Partnership calculate that recent rail delays cost the economy £38m? If the North is to take more responsibility for running transport, it must also take more responsibility for monitoring how it is working and deciding where to invest to connect our communities and strengthen our economy. Purpose The collaborative and open event seeks to achieve the following aims: Develop a common understanding of the available open data and methods used to calculate the levels and impact of historic transport infrastructure investment in North England; Identify the opportunities and open data requirements for increased investment; Consider the challenges and obstacles facing increased investment and how they may be overcome. The event will utilise and healthy mix of 'talking' and 'doing'. We will encourage those in attendance to make and contribute to the development of solutions and tools that bring to life some or all of the above aims. The outputs of the event will be made openly available to all - not just the event participants. We will continue to host the tools and data on our website following the event, allowing for further collaboration and future development long beyond the event itself. Who should attend? We hope to see transport experts from across the public and private sector, transport operators, regulatory bodies, politicians, statisticians, data scientists and enthusiasts, journalists, and interested citizens from all over the UK. We will be working on the data, celebrating increased investment, and making the case for even more. Essentially, the event is for anyone who is interested in - and passionate about - creating a more prosperous North England that is enabled by a more efficient and effective transport network.
