'Be Healthy, Be Independent' Challenge - Help the elderly and vulnerable stay healthy and independent using IoT, thus improving their confidence and wellbeing.
Context | Local Authorities are facing a funding gap in Adult Social care and that the LGA estimates that local government faces an overall funding gap of £5.8 billion by 2019/20.
People are living longer so it's important that they feel confident leading their lives in their older years. Using IoT to encourage healthy pursuits or reassuring people that they can get help when they need it would go a long way towards reducing stress on healthcare and social care, freeing up resources (people, budgets, etc) to invest further in quality of care for everyone. This could also help reduce the often stressful and preventable visits to emergency departments. |

'Keep the City Flowing' Challenge - Improve transport, travel and mobility around the city for commuters and visitors.
Context | Cities are magnets for people - whether for work, leisure, retail, or tourism - so it's important to keep transport moving smoothly. Poor transport can have huge effects - reduced economy, poor air quality, passenger dissatisfaction, lost productivity, etc.
Leeds attracted 29 million visitors last year. It is important that we continue to be a city that people want to visit, live, study and work in. Improving public transport in a regulated industry where we have access to little or no data is a challenge. A Clean Air Zone (CAZ) is being introduced in Leeds on 2020 - whilst this only applies to commercial vehicles, it's important that we encourage commuters to switch to using public transport to improve the city's air quality levels. |

'Home and Away' Challenge - Managing social housing and corporate property assets, ie identifying problems before they become repairs, energy use, etc.
Context | Leeds City Council (Housing Leeds) manages over 56,000 social rented properties. This includes property maintenance, tenancy management, rent collection and lettings services. The council is keen to explore how buildings can be better managed to reduce disrepair costs.
Additionally, Leeds and Bradford councils operate a number of buildings from leisure centres to offices and are interested to learn how these corporate buildings can be managed more efficiently. |

'Bins to Bulbs and Beyond' Challenge - Asset management across a whole district, from litter bins to lighting. [Bradford-specific]

NYCC & Harrogate
Context | We have the following potential IoT assets (mainly in our urban areas), how can we better use them? i.e. How can we use them to improve our services and make them more efficient, improve customer experience or provide new services
e.g. Buildings, Bus stops, Lighting Columns, Traffic Signals, Vehicles etc. We have a vast geographical area where there is little or no infrastructure (potential IoT assets), but still have a need to utilise IoT technology. How can you help us resolve this?
e.g. Large road network with little or no street furniture Total population is 605,000 of which the over 65's make up 23% compared to 17% nationally. 2 largest centres of population are Harrogate (75,000) and Scarborough (52,000) meaning the rest are spread across the rurality. Covers an area of over 3,000 square miles which is 3 times the size of Luxembourg. Travelling distance from West to East is around 110 miles which is further than from London to Birmingham. We have large areas of our road network, where there is simply no visibility of what may be happening, due to the lack of infrastructure. Mobile network coverage is patchy, currently on 65%. 4G just about in urban areas but mostly 3G or worse. Delivering services over this landscape is challenging and in most cases, more costly. The care market is fragile with limited choice. Therefore failure of a care provider has major implications. However, it is an attractive location with 2 National Parks and often used for film & TV purposes. Popular area for tourism.
In conclusion, we are looking to provide a test bed for innovative approaches to providing services within the parameters set out above. |

Environment Agency
'A Catchment of Data, a Flow of Evidence' Challenge - Develop monitoring systems to collect and share data in relation to Natural Flood Management, which will be accessible to all, allow improved analysis and develop the evidence base.
Context | One of the most ambitious Natural Flood Management (NFM) activities in the UK is being developed in the River Aire catchment. This will mean landscape scale change throughout the catchment with multiple NFM measures (such as tree planting, offline storage, land management changes) to 'slow the flow' into Leeds by 5% and create a more climate resilient landscape.
Although there is a necessity to measure the effect of interventions against this target, there is an opportunity to improve the evidence base on, and widespread understanding of, NFM, thereby supporting future investment in catchment management.

Yorkshire Water
'Water Security' Challenge - As the population in Yorkshire grows, how can we use IoT to monitor the demand for water (through asset management or through consumer habits) and ensure everyone gets the water they need.
Context | Yorkshire will have an additional 1m residents over the next 30 years. We want to use IoT to help reduce per capita water consumption so that we can supply the future population with no greater a vulnerability of water than is consumed by the current population. |
